Did the 80% armor recipe change?

The recipe is items totalling at least 40% for one scrap. To get two scraps, you need to fulfil that recipe twice - that means you need two sets of items, each of which add to at least 40%, not one set of items that adds to at least 80%.

With your first list of items, there's no way to break those into two sets of at least 40%. With your second set, there is (17 + 17 + 06 = 40 and 16 + 16 + 10 = 42).
