FPS issues

Hello, I really want to play this game....but it has a long load up time...and after its loaded up I have fps issues.....its not consistent tho, in a rhythm it will go between low fps to normal fps, having my character walking normally, to walking slowly, to jumping forward, then walking normally again...any thoughts?

Do you have anything running on your computer in the background that could be competing for resources, especially on some sort of "schedule"? Is your CPU sitting mostly at 100%? If you watch Task Manager when the spikes start to happen, do any other processes (in the Processes tab) show up as using quite a lot of CPU (anything over 10% for longish durations)?
