Gem level up 100% but not progressing and cannot dismiss

i have two gems currently with full experience bars sitting on my hud, but they wont go to the next phase of being able to level them up or dismiss them.

The gem levels are both 12 if that helps in any way and both dex based, i reckon the issue will be resolved on client restart but a bug none the less.

Edit: Ok so they both just leveled up when i entered a new area, maybe they were waiting for a different type of exp or sumthing.
