Upgrade Item type

I would love to be able to upgrade the item type, for example upgrading a Destroyer regalia to a Vaal Regalia, this should not affact the item level only the base stat.
The main reason for this is to make interesting and cool uniques work in late game. Like Voll's protector or Lochtoinal Caress. Again this would not affact item level so socketing affix/suffixes rules would not be affacted. I didn't climb to the top of the food chain to eat carrots - Ron White
