I think you never could move those items to your stash, because then theoretically your other characters could get those items too.

I'm finding the same thing, that quest items can be transferred to the stash by ctrl-clicking them. I only have one character so I have yet to test if they can be used just fine if transferred to a different character. If anyone else can test this please do. =)
