Connection Issues

Hello everybody!

I live in South Africa and can play Diablo 3 at about 250ms ping constantly. Unfortunately when I play PoE the ping hops to 0ms 95% of the time and it becomes unplayable. I really want to play, but the ping is just so random regardless of the region I choose.

Can anybody help me with some network wizardry advice or something?
