PoE causes stuttering in both Xsplit and OBS, but not in-game

Now I don't know the minimum requirements for the game but I know I can get a decent framerate and the game never stutters when recording, but when I run outside the background (not when PoE is minimized), everything else lags outside such as the web browser and livestreaming softwares. Oddly, Fraps and DxTory doesn't cause any stuttering in the videos despite a lower framerate. Even turning the resolution as low as possible and dropping the output settings causes the same problem. I don't even use antialiasing or shadows because those make the game unplayable on my laptop.

CPU: AMD Phenom II X4 N970 (1.9GHz because 2.2GHz burns the laptop easily in this game)
Memory: 8 GB DDR3 RAM
Graphics/Driver Version: ATi Mobility Radeon HD 4250/Catalyst 13.4 Beta

Bumping because I tried everything, even downscaling to 360p, setting CPU encoding to ultrafast, and dropping the FPS output to 15. Still stutters in OBS. It even stutters when the PoE sources via Game Capture is turned off. Again, there isn't any stuttering on the game client. Just outside it such as XSplit/OBS.

I told you I even went below the CPU Advice (which suggests FPS to 25, 480p, superfast encoding) by setting 480x360 (640x360 in 16:9), 24FPS, and ultrafast encoding. Ran Preview Mode to notice this problem. Not even setting the resolution in the game as low as possible (800x600) stops the stuttering in the video preview. The sad part is that I can play and preview Blacklight: Retribution flawlessly at the same input resolution and 480p output on superfast.
