Question Regarding a Melee skill

I'm a dual wielder, and I see passive skills that increase damage/accuracy/atk speed etc. for ONE handed weapons, and I was wondering if that would affect me since I am dual wielding 2 one-handed weapons, or if they would only take effect if I was using a 1 handed weapon only with a shield or something?
