Ship Graveyard Full Clear

I have been running around every square inch of this place for about an hour and I still cannot find the last enemy. Anyone have tips for rooting these guys out?

Same thing happened to me, I ran around for 10-15 minutes trying to find the last 2 enemies. In the end I just reset the area and cleared it NP the 2nd time.
I do think it's those water elementals that hide underground :P Pelerin of Wraeclast

Definitely a water ele, I had the same issue finding the last one on Tidal Island.
