How likely is a 20% quality 6 socket to be linked by a fuse?

Don't know about 6L but I managed to get my first 5L ever with 4 fusings on 20% quality.

After the patch I used 400 orbs of fusing to try and 5/6L an item with no luck on either. I had it at 20% quality for about 60 of the attempts. RNG can still be bad.
