Elemental damage runes

Example:
Rune: Arcing Blow
30% increased lightning damage with weapons

Ok, as anybody can understand it, it will take the Lightning damage from items and increase it 30%.

It will be potencied by lightning skills too?

I played poe long time ago and now im back, there are many things i dont remember :C!

Lightning arrow and lightning strike to extra lightning damage, and this will help those.

Spells like Arc and spark etc... don't use weapons, so it won't help them though.

Thanks, so "late game" non elemental skills become useless?

That's pretty much true (not useless, but underpowered), but it doesn't really follow from what I said.
