Lightning Shield Power Charge Witch

Hi, new around here, so not sure if this build ends up being too squishy.

Level 64

I get static blow first before Chaos Inoculation. I may get shield skills all over the place before getting Chaos Inoculation so I can strengthen my ES.

Then I pick up lightning damage and power charge all over the place.
