Tier 17 Maps have an uneven bias towards Synthesising Fragment and against Traumatic Fragment

After the introduction of the Uber Incarnations, an Uber Incarnation's fragment was added to the Tier 17 uber fragment biases. However, Synthesising Fragment previously was the odd one out with 3 biased maps vs the usual 2, and now Traumatic fragment only has 1 biased map instead of 2.

Please change one of either Citadel or Ziggurat map's Synthesising bias to Traumatic so the ratios can be equal.
