One Step Ahead not working

I am consistently being slowed to like 30% movement speed.
I am pretty certain this skill is broken since the patch unless I misunderstood it to begin with.

If you watch this clip I'm being slowed by Grasping Vines and it's definitely slower than the 90% threshold from One Step Ahead.

I don't believe it's supposed to be like this.

Grasping Vines is movement speed reduction. One Step Ahead only prevents action speed reduction below the threshold. This is intended.
