Maps are unplayable due to latency issues

I cannot run any maps with any sort of proper content as anything more than a base map turns into an unplayable mess due to high latency. This happens across all realms for me and is not exhibited in any other application. I am able to play other games and even stream just fine within discord and via OBS but PoE runs into massive latency issues causing maps to be near unplayable.

This has been going on since about day 2 of the league. My ISP reports no issues on their end, and restarting my networking stack has not helped the issue. I am afraid I am no longer able to play this league because every zone is simply unplayable. Hotfix 8 addressed issues with disconnects that I also experienced, however the latency issues still are present, and even worse in some cases than before.

Update: Methods I have tried to resolve this are changing realms, swapping from lockstep to predictive, flushing DNS, changing DNS, replacing network cables, restarting networking stack, restarting PC, closing all other applications
