Invisible bosses, monsters, ground effects, player and monster skills

I'm unable to see many bosses, monsters, ground effects, player or monster skills, etc. Invisible skills include monster's incoming projectiles like frostbolts, monster on-death explosions, and Sunder player attacks. Normal monsters, bosses and breach monsters are also frequently invisible.

Seems like a shader or cache problem; assets are not loading or caching.

I've tried everything I can think of without success, including manually clearing all shader caches, using the Vulkan renderer, turning knobs in Nvidia control panel, etc.

Running latest Nvidia drivers on a RTX 3070, Intel 8th gen, 32 GB ram, PCIe NVMe ssd, Win10.

Also, loading zones frequently takes upwards of 2 minutes, regardless of zone being loaded.

These issues did not exist in 3.26.

The game is basically unplayable since launch day. It has taken a lot of frustration and annoyance to prompt me to make this forum post.
