Your previous characters are in Standard. On the character creation screen there's an option to make a new build in Standard instead of league/ssf/hardcore. What are you trying to find out? Standard always exists. This is partly why I would rename it to Eternal League.

Standard is just PoE. So if the game gets an update, Standard gets all of the updates just without the current league mechanic--in this case Breach 2.0. All the skill changes or map changes or build buffs and nerfs are all in Standard.
dont think i explained well enough..

there woudnt be a Standard if mechanics from previous Seasons didnt become Core...

what i want to know is... whats the latest mechanic from passed seasons thats been added to core when the new update whent live?

is the passed "Mercenaries" mechanic now became core on standard with the release of keepers of flame?

or do they only implement certin stuff that "worked" and if not, leave standard intact ?
League-specific uniques were added to the global drop pool.

Mercenaries are not, presently, available in Standard. GGG say they're interested in bringing them back, but that this would take substantial rebalancing and it's unlikely that they would be available in every area. There isn't an ETA for mercenaries themselves going core - or what that might look like.
GGG do not offer first-party Technical Support.

Basically this. They make a decision at the end of the league what they think will be best to include and exclude. A lot of things that do come across get heavily nerfed.

Sometimes things don't get kept, but they bring them back in some form later on. They have mentioned that there will likely be some form of the mercenaries in the future, but not at this time.

An example of this from the current league would be the crafting tree, it completely changes the ability to get items, and in some ways invalidates a lot of other crafting mechanics to a certain extent. It an interesting idea for the league, but would probably not be something that could be moved across because of how powerful it is. Harvest is an example of something that is powerful like this that got moved to standard, but it is heavily nerfed form now from what it was during that league. Sometimes they remove mechanics from the current base game game as well. Metamorph is one that was removed relatively recently when replaced by ultimatum.

A large amount of the settlers content went to standard. It was the league before, though launched long ago because it got extended with the timeframe on the POE2 launch. You will notice the Kingsmarch town, it has some changed mechanics from how it was in the league. Phrecia event ran in between and did not have major aspects that went core, I think none of it did, as it was mainly filler concepts. Though there was a lot of interesting ideas and many players did want it to come to standard. Necropolis leagues before settlers, not much came across, the crafting system was similar to the Keepers tree. There will likely be some things from Keepers that do enter the standard game.

They content in the game has built up from content in past leagues. If you look on the list of past leagues, you will notice a lot of mechanics in the game have come from those leagues. Some that you don't recognise may not of had much content brough across. Kalandra for example does not have a mechanic pool, though reflecting mist was added. Sometimes a lot of changes are added during the league but not directly connected to the league mechanic, like atlas reworks, t17 maps, bosses, items, currencies, skill gem, etc.
