Cannot find config file on my whole computer

I recently swapped my home computer to Linux, and I need to swap my render to Vulcan for the game to run. I went into the local files on steam, but I cannot find the "production_config.ini" file anywhere. Does anyone know how to fix this other than just logging on to another computer and changing the settings from there?
