Whats the definition of "BUFF" mean for the passive skill "Inner Force"

Passive Skills in question : Inner Force, Buff effect x2 So what do these skills actualy give a increase to.... And what does the word "Buff" refer to in Path Of Exile.... Aura's? Potion bonuses? Freinds aura's in range effect? Temporary boosts from cast spell gems? Would be nice if the skill tree didnt have such "Vague" definitions. From what I understand, it effects:
Potions Auras "Anything that creates a buff icon in the upper right corner of your screen" (and is a "positive" buff) However, it does have some natural downsides. Righteous Fire will do +30% damage to you as well as +30 more spell power (if you grab all 3 +buff nodes near the templar). "This, with the exception of charges (because the charges themselves have no inherit effect). Anything that brings one of those little icons in the top left is either a charge, a buff or a debuff. If it's not a charge, and is overall a positive thing (including things with downsides that you chose to put on yourself), it's effect is increased. It includes the buffs created by those skills, but not the other parts of the skills.
For example, the skill Tempest Shield does two things:

" Pretty sure he means Haste. Haste never gets a larger increase than 10% attack/cast. I leveled one up into the 16s and the only thing that increases is the radius size. TehHammer is not a crime!

Might as well bump this thread for a new question.
The three passives together add a 30% "buff effectiveness". Is this a flat 30% on every single number the buff supplies? How is this rounded (does Tempest Shield become 5%, 6%, or 5,2%)? Are there any exceptions to what numbers get boosted? Are the benefits additive or multiplicative with any other potential boosts (say, support gems)?
