Painseeker & Secrets of Sufferings Interaction

Put simply: all painseeker mod does is get rid of the 100% chance to inflict ailment on crit.

It does not REMOVE the chance to apply ailments on crit. If that were the case, the line would read "Your critical hits cannot apply non-damaging ailments"

Instead...crit hits apply ailments at the same rate as normal hits, which use your "chance to inflict elemental ailments" and monster thresholds.

So...with sap/scorch/brittle, these are still non-damaging elemental ailments. They will apply normally, just not 100% of the time on crits.

Scorch and inverted: YES these two mods counter each other. Sort of. Scorch and pierce and the like are primarily used on beefy high resistance targets. Even with maximum 30% scorch, against these targets its likely their resistances would STILL be positive, so the inverted resistance would still be a benefit. But with these two things together, it reduces the INDIVIDUAL power of the inverted mod in favor of a more constant damage buff.

Consider this:
Enemy A has 50% fire resist.
You have inverted mod.
Enemy A inverts to -50%. The rate is at the % of the mastery, with the overall damage bonus being the difference (100% resist) divided by the chance.

Now you have scorch 30%.
Enemy A inverts its new 20% fire resist to -20%. Instead of 100% resist difference, now its only 40%. 40% divided by the chance.
BUT all the attacks that WEREN'T inverted are benefiting from the 30% lower fire resist. That can be calculated by 30% multiplied by the chance to NOT invert.
Add those two values together to get which one is mathematically better, but BOTH are still buffs to damage. Scorch is more reliable though.

Lets add numbers to the above:
You deal 1000 fire damage per hit. Lets calculate 10 hits.
Inverts 10% of the time

1. Situation A: no scorch, only inversion
9 hits of 1000 damage reduced by 50% = 4500 total damage
1 hit of 1000 damage increased by 50% = 1500 total damage
TOTAL: 6000 damage to enemy

2. Situation B: 30% scorch, inversion
9 hits of 1000 damage reduced by 20% = 7200 total damage
1 hit of 1000 damage increased by 20% = 1200 total damage
TOTAL: 8400 damage

The inversion mod would be more powerful and useful the higher the resistance of the enemy. But in all cases unless the enemy resistances were pushed negative, its still offering higher damage. The only time it would be actively working against you is unless you have a ton of sources of pierce or lowered resistances elsewhere, and against mobs that it kind of wouldn't matter on anyway.
Starting anew....with PoE 2

If you have "Is the enemy Chilled?" and "Is the enemy Shocked?" checked under Configuration, you won't be seeing the full effect of Skitterbots.

Youre right. It more than halves the Skittbois with 15% shock value.
They may have been the right choice all along.

On the other hand, I'd be surprised if Vessel of Vinktar could apply shock to enemies.

It does. There are two different versions of the flask.
I use this one:
