Awakened Elemental Focus at lvl 5 Not adding +1 level to skill gems with Runegraft of Gemcraft

Using a level 4 Awakened elemental focus, bumped to 5 by Runegraft of gemcraft. Using it to support Stormburst and it is not adding the +1 gem level. Tried it with a bunch of other elemental gems and none of them get the +1 bonus either. Bugged? Hoping this can be fixed.
