Eagon Spawn Issue STILL

I cannot get him to spawn after 100s of maps. I have searched here and reddit and tried all the suggestions. Turning off influences, running different maps, allocating atlas points to increase chance, removing atlas points to increase chance, t16,t16.5s,t17s maps, doing no map mechanics, doing Kirac missions.

At this point in the league I've done literally 1000+ maps and still only have 1/4 courtyards.

I was getting him consistantly before I fully finished atlas/watchstones. Now I can't get him at all!

Does anyone have any other suggestions?
