Need help answering a Brand question

Im using Storm Brand and need a question on its mechanics answered please.

The tooltip for Storm Brand says "you can have 2 brands attached to an enemy".

If I can cast 5 Brands, does that translate to I can have 5 brands out on the field, 2 attached to one mob, 2 attached to another mob and 1 attached to a final mob?

Or does it mean only 2 attached to enemies and 3 waiting to attach ???

Hope it doesnt sound too dumb but I just want to be sure before sinking XX hours in and then finding it doesnt mean that.
