exposure debuffs are elemental ailments or not?

so, that's my simple question which is not so obviously if you take first look on it. i mean, all elemental ailments can be called debuffs, so in my case, if ill use elemental focus support gem that still cannot inflict elemental ailments, will i have a profit from awakened penetration gems that can inflict 10% chance to exposures for 4 seconds on hit with elemental masteries on exposures like crit chance on exposed enemy, lower resist and etc

or exposure just count as elemental ailment that cant be used with mechanics like "cannot inflict some elemental ailment"
