Need help with build

I had this old MF build on one of my rangers and wanted to see if I can get it working, but, but I can't figure it out.

Defenses are terrible, not to mention the damage. The quiver is pretty good I think, but that's about it.

I also found a reference build in my PoB, but I still can't make out how the reference build has 10x more damage...
