Runecraft of Recompense does not interact well with Mines. Is this intentional?

Skills that are cast with mines will not refund mana through the new Runecraft of Recompense. By removing high-impact mine support, my Rolling Magma will refund mana as normal, but when the mine support is socketed, I assume the Runegraft is refunding the MINE the mana cost instead of me. I understand that this is a natural consequence of mine implementation, but I wonder if gatekeeping mines from this mana source is entirely intentional.

Mine mana cost is quite high with sources of action speed scaling, and there aren't many efficient ways to address it. This runegraft would offer a lot for this niche case.
