Safehouse - endless Elreon commander

I made Elreon as commander of Transportation.
Then I go went to Transportation safehouse and execute him.
But Elreon is still Transportation commander with 1star level.
ok.
I investigate Transportation again, I didn't meet Elreon during investigation.
Transportation has 1star Elreon commander, 3star Haku, 3Star Gravicius, 1 Star Rin.
I finished Transportation safehouse again and execute Elreon again.
I opened investigation board and see...
Elreon 1star commander still (AGAIN !!!)
Haku still there.
Rin and Gravicius lost all ranks and have not attached to any type of investigation.
I cannot drop Elreon, cannot rank up him, cannot meet with him until safehouse.
