Toxicologist mercenary unable to move

My current mercenary bugs out whenever there are enemies nearby and the mercenary has no weapon equipped. Mercenary starts running in place and only teleports to me by using the Order ability or by moving far enough from him.

Here is the merc setup, I can get him to move when there are no enemies nearby or when I give him a bow.
