Can't use Harvest Resist Swap Craft on "of the Order" Elemental + Chaos Resistance mods

Tried swapping the "+20% to Lightning and Chaos Resistances" mod using the "Change a modifier that grants Lightning Resistance into a similar-tier modifier that grants Fire Resistance" to change the Lightning to Fire & Chaos; but no dice.
