cannot progress in act 3

I have the quest "Sever the right hand" telling me to travel to the ebony barracks but I cannot pass the blockade in the sewers.

Dialla gave me nothing...

I have been playing since just before settlers came out, not the most experience but I do have 4 lvl 90s. I have been through here before, hoping that I do not have to remake the toon. Is anyone able to drop some wisdom on me?
