Pirate Attack on Shipment Broke Mechanic

I had a pirate attack on a shipment to Kalguur, spawned the encounter, killed the admiral. I got ~60k gold from this, and then when I exited the area my shipment had not arrived and showed the maximum time remaining for shipping.

I waited several hours and it did not tick down, the only option I had was to abandon the shipment. I abandoned the shipment and sent a new one, and the timer is still not ticking down.
