Herald of Ash Despair MTX

There seems to be a recurring issue with the MTX Herald of Ash Despair.

There should be boulders, fireworks flying around when the MTX procs, but most often, there are no boulders appearing. It's a bit sad considering it's one of the most expensive ones. The issue seems to be around since a few years already, but bug posts were archived without being solved.
