Leveling an awakened Gem to +7 to counteract the -2 from Archdemon Crown does not provide +1 gems

Awakened added fire is level 5 in the photo. It's 6 levels from the gem. Minus 2 levels from the item.

Then it gets +1 level from the Runecraft of Gemcraft to bring it back to +5. When it's at +5, it gives +1 to physical skill gems, which tornado is. When it's in my gloves, it properly gives it +1, but when it's in my helmet it doesn't work even though tooltip says it should.

The tool tip is showing it at 5 when it's in the helmet but it doesn't give the +1
