Mercenary Sigil of Power cannot gain stages

I believe since mercenaries do not spend mana the sigil of power cannot gain stages.

Not sure if this is the intended interaction but if so, the tooltip should be updated since it indicates it will gain stages if mana is spent in the area and it does not appear to gain stages.
