Fortification bug

I use "Replica badge of the brotherhood" it has loose endurance charge when you gain fortification, but if I use "Perseverance" belt or probably "The Celestial Brace" were hits fortify I start loosing endurance charges, BUT I'm a champion I have permanent fortification and number does not change... I don't gain any fortification but just loose endurance charges then I hit..
