Seemingly Undocumented or difficult to find

So, I haven't been able to find this issue I'm having anywhere and it's somewhat frustrating, it's not a pc issue as well as a quick reference.

When I launch the game through Steam it will open up the window for it, as a black screen, change the aspect ratio and go into full screen and after an indeterminant amount of time go back to a normal window in default aspect ratio, then change back to full screen with different aspect ratio, over and over and over again until I either shut it down after ~15 minutes or it just outright closes due to a probable crash

I don't know how to solve this problem or even how to remotely find this issue properly
