Jorgin + Fortification doesn't have Delve items

Jorgin in Fortification is supposed to have a trapped chest of items with Delve-only affixes. Currently it seems that none of the items have anything Delve-related, they are just typical rare items with nothing special. I've run it several times and this has remained the case throughout.

I've had the same experience, 4/4 times, Jorgin rank 3 in Fortification (area 83), the trapped stash only gives rare items with no non-natural modifiers or anything distinct.
Same result whether he is leader or not with different accompanying agents.
