Syndicate safehouses losing intelligence in 1 turn, instead of 3

I can never run my research safe houses due to this bug.

If you get a safe house to 100 intelligence, the next spawn of any syndicate encoutner will deduct 10 intelligence from that safe house.

The only ways to bypass this is:
1) to spawn the safe house instantly - wich is impossible 95% of the time, because the game will tell you there's not enough space - even in wide open areas.
2) Thanks to (1) - you need to leave the map and ask Jun to open the safe house immediately, losing you the map.

Is this bug getting any attention?

Syndicate constantly losing intelligence across each safehouse - frustrating as hell.
May cause some issues with the race too since it will likely interfere with farming Catarina.

Checking if this bug will be resolved?

This is annoying. As you can have a safe house just lose intelligence immediately in the same map you are running.
