Vulkan and DX12 FPS Lock

I was enjoying PoE 1 but Notice i had only 60 FPS for some reason. I gave up finding out waht the Problem is and got to Sleep. Then next Day i restart my PC and open POE and then i had 120 fps and 240 uncaped. Then i played after some time i go to bad and let the PC Run. Next day i stand up started PoE 60 FPS, restartet Pc 120.

Does Anyone know waht PoE´s Problem, why at some run time it say no Vulkan / DX12 can giv you more and just cap them self on 60fps.
