... when ye enter to the game (POE 2), the case is most likely in the "Documents"' folder, which ye may have once moved to another place as I did or deleted it, and the game doth not want to create the config file where it should be . If ye have such problem go here and move or restore "documents" folder :

After that the "documents"' folder will be restored by default and after the entering in the game and changing some settings the game create all what must and keep them.
