Safehouses not counting towards Magnificent Mastery

I just completed three safehouses: Fortification, Research and Intervention. The first two did not count towards Magnificent Mastery, I stayed at 17/40. The last one did, I am now at 18. I have just spotted this bug, not been tracking safehouses as much, but I have killed Catarina 3x so 17 felt about right. I cannot find any other reference to this bug. Does Magnificent Mastery have a (hidden) level requirement for the safehouses, like Unbelievable Undertakings requires lvl81 areas?
