Screen flickering

So, I logged in and played a couple of maps with no issues. Then out of the blue I started to get this nasty screen flickering on poe window or any window focused on top of it. Didn't change any configurations prior to this, both in game or computer settings. I tried restarting, updating both Windows and Nvidia drivers, switching from DX12 to Vulkan and back, fullscreen and back to windowed to no effect. What seemed to help was uncapping background and foreground FPS (it fixed the flickering of other windows on top of game), but it still flickers mildly in maps, and particulary bad when loading a screen, changing tabs on stash and opening any menus like the skill tree. It's only happening on PoE; i get no issues anywhere else.
