The Act 3 Normal vendor frequently sells 4-socket items.

It has been answered many times - for 5 sockets you need ilvl35, and for 6 sockets you need ilvl50. That is the reason why people always want low unique chests or 2handers to be over ilvl50 - so that they could 6S it.
