Issue connecting to one specific instance server - WinMTR Attached

For several weeks now I've been experiencing 250ms+ when connecting to instance server 103.1.215.135 while all other instance servers have not been affected and sit stable at 15-20ms.
It seems like the majority of time I am connecting to this instance server, but each time I change zones I have a chance to connect to one of the unaffected servers so I will get one instance of normal ping before going into the next map and being thrown back onto this server.

It clearly looks to be the hop to sof2650964.lnk.telstra.net where the issue begins.

After further testing I've found the below instance servers and their average connection:

34.129.63.238 @ 47ms
103.1.214.140 @ 31ms
103.1.213.198 @ 31ms
103.1.213.201 @ 31ms

135.90.96.163 @ 282ms
135.90.83.106 @ 282ms
130.198.13.79 @ 281ms

In each of the servers with unacceptable ping, they show in WinMTR a hop through sof2649922.lnk.telstra.net where the issues begin.
