Tornado Shot and Fork

Hey, i just did some testing because i heard that Tornado Shot with Fork is bugged.
And I was able to confirm it is indeed bugged.
The secondary projectile never forks if the primary projectile doesnt hit the target also. very easy to replicate, just enter a pvp area and shoot at a character without any evasion (to make it easier to track)
shoot infront of said character until the secondary projectiles spread in a way that one of them hits the target.
it is important to NOT directly target the enemy, only the secondary projectile should hit the enemy.

edit: a friend of mine did some testing on the coast, tracking his kills and he was able to reliably get projectiles to fork. is this a visual bug maybe?
