Herald of Thunder procs let me bypass cooldowns on skills

Yes, this is a weird one.

Since the league transfer patch my cold snap did not trigger on left click moving, but I still could cast it when shift-clicking or when I target a monster. And voila, It perma casted with normal cast speed, even though the cooldown was ticking down.

I used a non-left click keybind and the same happened, I tried a different area, and the same still occurred, but strangely not all the time.

Since I played a storm secret HoT build, I turned my Hot off. Now I could not cast during cooldown. HoT activated and storm secret procced and I could cast during cooldown.

I also removed both storm secret and the bug persists, it only stops when I deactivate HoT.

I tried it multiple times: HoT On, cast during cooldown, HoT off, no cast during cooldown.

I used TheForbiddenBlitz char (profile should be public)

PS: it is not just an animation glitch, I do damage and leave chilled ground everywhere.
