Technical question about new Tornado gem crit snapshotting

Me and my friends are trying to theorycraft new builds and I have a question regarding the new Tornado of Elemental Turbulence.
We heard that the transfigured version of Void Sphere (of Rending) snapshots crit chance for the whole duration of spell so if you cast and it doesn't roll crit it stays non crit.
Does the same apply for the new Tornado? Or is it maybe a bug?
