Do tier 17 maps drop naturally?

Have they stated anywhere whether tier 17 maps can drop naturally from tier 14+ or tier 16 maps? Or is the only way to obtain them to convert tier 16 map drops into tier 17 through voidstones with their .5% chance to convert?

there is chance if a t15 becomes a t16 (scarabs) that it also can become a t17 if I understood Mark correctly. |
