The perplexing performance problem I can't solve

Hello, I've been playing POE for many years. Currently, I'm using a very good and sufficient system. However, with the recent Affliction league, I've started encountering a peculiar issue. In DX11, my game runs at 244 FPS but experiences extremely frequent FPS drops, causing the game to freeze. In DX12, my FPS doesnt go over 45? Yesterday, I formatted my computer, hoping it would resolve the issue, and after the format, both DX11 and DX12 were working flawlessly without any problem, but now it worst than before. This situation puzzles me greatly, and I can't seem to find a solution. I dont have any problems with other games, and HOW am I getting only 45 FPS in DX12 and Vulkan? Does anyone have any ideas?

All drivers, including BIOS, are up to date, and CPU and memory usage in-game are around 30%, with no overheating issues (running at an average of 60 degrees Celsius).

Summary of my system:
Gigabyte 4070TI
AMD Ryzen 7 7700x
DDR5 16x2

Hi, this could be an NVIDIA driver issue that stems back from quite a while as described from the NVIDIA forum links at the bottom, and from what you've tried already I'm sure this wouldn't hurt to try.

Please make sure to get both downloads ready, either disconnect your internet or disable the network adapter in device manager before starting. This is so Windows doesn't auto update your driver from Windows update after DDU.

download DDU:
https://www.wagnardsoft.com/content/Download-Display-Driver-Uninstaller-DDU-18074

download Nvidia 537.58 October 10, 2023 Game Ready Driver DCH:
(make all proper selections for your system)
https://www.nvidia.com/Download/Find.aspx?lang=en-us#

To enter Safe Mode in Win 10/11:

windows key > hold left shift and click power restart/reboot while holding left shift

when the pc starts to reboot release left shift

blue screen > troubleshoot > advanced options > startup settings

pc will restart > select safe mode with networking (option 5 i think)

run DDU in Admin Mode > select your GPU on the right > select clean and restart

pc will restart > install NVIDIA driver 537.58 with driver and physx only. when it completes reenable your network driver in device manager or reconnect the network cable and reboot your pc.

after your pc is up and running NVIDIA Control Panel may not be installed with this version (the icon will be there but no app).
If this happens, go to the Microsoft Store (win key > Microsoft Store) and search NVIDIA Control Panel >> free install

Hi, thank you for your help but it didn't work :(
The part that I don't understand how Im running poe 45 FPS locked with DX12 but meanwhile getting +150 fps with Ultra settings on GTA 5 or RDR2 without any drop.(Im trying to compare with AAA games which reqiures strong cards.)
Inside NVIDIA Control Panel is your PhysX processor set to your 4070?

Also, if you were to run GPU-Z what does your Bus Interface say for PCIe?
take off v-sync and enter limits manually(or use max fps on the nvidia c-panel)?

This. It sounds like the PCIe is running at 1x or similar. Check what GPU-Z says. Possibly you may need to reseat the card or move to different slot.
