Strength of Blood + "While leeching" mods + Instant Leech

what's the interaction here? can you benefit from while leeching mods if there's no non-instant leech applied? does instant leech do anything for while leeching mods?

Instant leech has no interaction with "while leeching" stats and Strength of Blood, since it's instant.
